Chairman:

Sam Cipoletti, Charleston

Sam CipolettiSam Cipoletti has been serving as a Commissioner for Volunteer West Virginia, the state's Commission for National and Community Service, for six years. He is currently the Chairman of Volunteer West Virginia and Co-Chairman of the West Virginia Business Volunteer Council, a program of Volunteer West Virginia. Sam is inspired to serve because he believes in the mission of Volunteer West Virginia and has served many years in his local church and as part of his job as Director of Government Relations for Verizon. In his spare time, Sam plays bass and rhythm guitar in the contemporary praise band at his church. Sam also enjoys reading, visiting the beach and spending time with his family.

John Ballengee, Scott Depot

John BallengeeJohn Ballengee has been a Commissioner for Volunteer West Virginia, the state's Commission for National and Community Service, since 2006 and serves on the Performance Oversight Committee. John says his inspiration to serve came from the opportunity West Virginia gave him to have a successful career and raise his family in such a great environment. In addition to serving as a Commissioner for Volunteer West Virginia, John is the Executive Director of the United Way of Central West Virginia. Prior to that, he spent 31 years making a career in the financial industry. In his spare time, John enjoys traveling with his wife and spending time with his nine grandchildren and extended family members.

Shannon Cunningham, Weston

Shannon CunninghamShannon Cunningham has been serving as a Commissioner for Volunteer West Virginia since 2006. She chairs the Planning and Program Development Committee and is a member of the Governance Committee and the West Virginia Business Volunteer Council's Steering Committee. Shannon's parents raised her to believe that everyone has a responsibility to contribute to his or her community, treat one another with kindness and to actively create the best communities possible. " We have a responsibility to one another as fellow human beings," she said. Aside from her work with Volunteer West Virginia, Shannon is President of the West Virginia Grantmakers Association. She actively volunteers with the Dollar Energy Fund WV Advisory Committee, the Arts Council of Weston, and the Weston Development Authority. In her spare time, Shannon enjoys hiking, reading, cooking and traveling.

Sallie Harrington, Charleston

Sallie Harrington has served as a Commissioner for Volunteer West Virginia September of 2003. She is a member of the External Relations Committee and represents Dr. Steve Paine, State Superintendent of Schools. A native-born West Virginian, Sallie says that service has always been a part of her life - whether by helping the local community, neighbors or children she serves in her position at the WV Department of Education. Sallie has worked for the WV Department of Education for 20 years.  She was a high school teacher at three high schools in Kanawha County prior to her work with the WV Department of Education. Sallie has a home in Charleston, WV, and a 43-acre farm in Jackson County. Sallie's life outside of work revolves around activities on her farm with her family. She does volunteer work at the local schools in her community and enjoys reading, watching movies, gardening, riding four-wheelers, and canning fresh vegetables grown in her garden.  Sallie also serves on the West Virginia Women’s Commission, the Governor’s Family Violence Task Force, and the Drug Endangered Children’s Task Force.

Susan Landis, Beckley

Susan LandisSusan Landis has been impressed with the mission of Volunteer West Virginia, the state's Commission for National and Community Service since it was first established in 1994 as the West Virginia Commission for National and Community Service.  As the executive director of the Beckley Area Foundation and former board member of the United Way of Southern West Virginia, she has long been aware of the role volunteers play in improving the quality of life in the Mountain State.  She currently serves as secretary of the Commission, a board member of Volunteer West Virginia, Inc., and Commission representative for the Governor’s Service Awards committee.  Her work with other community organizations includes serving as Chair of the West Virginia Commission on the Arts, member of the Mid-Atlantic Arts Foundation, board member of the National Assembly of State Arts Associations, member of the West Virginia Friends of Public Radio, board member of the Concord University Foundation and the Alumni Association of the College of William and Mary.  She is active in West Virginia “Leave a Legacy,” West Virginia Grantmakers, “Raleigh County, Make it Shine”, the Beckley Rotary Club and the Beckley-Raleigh County Chamber of Commerce.  Travel, friends and family comprise her major non-work interests.  Susan encourages everyone to return gifts commensurate with their abilites and interests to the communities where they live and work.

Reginia Lipscomb, Dunbar

Reginia LipscombReginia Lipscomb has served as a Commissioner for Volunteer West Virginia, the state's Commission for National and Community Service, for nearly six years where she chairs the Performance Oversight Committee. Reginia grew up in a religious family that strongly believed in helping people in need and making communities stronger. Over the years, she has served with many nonprofit boards and committees. She also volunteers as a mentor promoting financial literacy to fifth graders and is very involved at her church. In her spare time, Reginia enjoys reading and working in her flower garden.

Gayle Manchin, Charleston

Gayle ManchinGayle Manchin, West Virginia's First Lady, has served as a Commissioner for Volunteer West Virginia, the state's Commission for National and Community Service, for more than four years. Mrs. Manchin serves on the Planning and Program Development Committee and Co-Chairs the West Virginia Business Volunteer Council, a program of Volunteer West Virginia. For as long as she can remember, Mrs. Manchin has been interested in working with groups to improve the lives of people in her community. She has been involved through service organizations, college service-learning programs and community collaborations such as the West Virginia Board of Education, the Education Alliance, the Clay Center Board of Directors, the Vandalia Rotary, the Partnership to Promote Community Well-Being, the Healthy Lifestyles Coalition, the Advisory Council for Children and Families and the Governor's 21st Century P-20 Jobs Cabinet. In her spare time, Mrs. Manchin loves to read, walk and be near the water.

Pamela Holstein-Wallace, Charles Town

Pam Holstein WallacePamela Holstein-Wallace has served on the Commission for Volunteer West Virginia since 2003. She serves on the Governance Committee and chairs the External Relations Committee.  Service and volunteerism is part of the fabric of West Virginia and Pam continues to be inspired by those around her who give so much of themselves to others.  She volunteers with a number of organizations in her community and serves on the board of directors of the Eastern Panhandle United Way.  When she is not volunteering in her community, she enjoys teaching at American Public University/American Military University and Mountain State University as Adjunct Faculty.  Her favorite pastime is being surrounded by family.
